Spoilage at start

Is there any way to avoid spoilage at starting turn on HI? I played two first Japanese turns yesterday as I remember correctly there are above 200k of supplies that are spoiled in the first two turn...

I think bases above a certain size (port+airfield) don't suffer spoilage, also possibly having certain HQ's with high admin around can reduce the effects (but not eliminate it) of smaller places.
The best thing to do is to stick it on a ship and send it somewhere preferably to a place that won't suffer it, for example on turn 1 the Empire has lots of oil & resources sitting around in Korea and nearby SE Asia that is just dying to be sent back to the Home Islands PDQ...

actually, i went through the bases at start and only identified about 3,000 supplies and 200 fuel that was 'overstacked' and subject to spoilage.

Note base size = pt+af
Fuel storage max = 1,000 + 2,000 * (pt+af)*(pt+af)
Supply storage max = 5,000 + 3,000 * (pt+af)*(pt+af)

Size 10 bases suffer no spoilage.
