Nelson placement bug?

Hi Marshall
I was accidiently able to place Nelson in a sea area without any ships in it during the reinforcement phase (and then had to use the remove unit button to get him back to the reinforcement pool). It would be good if the game prevented the accidently placement of Nelson in areas where there are no fleets.

History have been VERY different if Nelson just simply swam out of London one day to never return LOL!
