As the Soviet what does it take to get Finland to surrender the disputed border territories to the Soviet Union short of conquering the entire country of Finland?

Are you playing solo?  If so, or if your human opponent agrees, you could modify the war/peace matrix in Relations.csv with Notepad to place both nations in a state of peace with each other.  I have never tried it but I think it should work.  Remember to place a zero in the Soviet column of the Finland row, and the Finnish column of the Soviet row.

I would have liked an answer to that myself. But like so many other parts of this game,nobody has any idea. For me, Finland seemed to surrender by event.What are the requirements? I have no idea. All the developer says about events is if you want to know about them,then play that country.Big help.
Seems like a lot of answers to problems require file editing! What the hell am I? A programmer? This is the developers job. I should not have to mess with files to get peace with Finland! What is the real answer?

One of the purposes of events is variability of outcome. Perhaps that is the reason no listing of events is provided.
