Ansbach does not appear on list of minors to be taken in surrender

In one game I have noticed that Ansbach does not appear on the list of minors to be taken in a surrender. In this game France has Ansbach as a minor conquired state, and neither Austria or Prussia which are at war with France can select Ansbach as a territory to take. It simply does not appear on the list of available minors as part of the surrender conditions page.

Has anyone else seen this problem? If you are currently in a war with any major, can you check to see if there are any minors in addition to Ansbach that do not appear in the list of minors to take as a condition of surrender?
