Battle Generator custom map 'random starts'?

What are 'random starts' in the Battle Generator custom maps button? Does this mean the turn at which a unit enters is random or the starting line during deployment is random?

Do random victory hexes mean that the points assigned to VH could all be different, or the conditions for victory could be different from each other, or both?

Random starts mean that the deployment zones are randomized. Random VH's mean that the hexes can be either points-per-turn or end-of-battle, and their value is also randomized.

Coincidally, if you want to set all VH's to points-per-turn (to discourage those last-minute grabs by partisans, gliders or other sneakers), you must set the VH's in player 2's deploy editor and then save the map in map editor. If you modify the hex types in player 1's deploy editor, they don't get saved properly and are randomly set.
