Re-Combining Task Forces

I've figured out how to break down naval groups into smaller groups.

However, I can not figure out how to re-combine multiple groups into a larger group.

Can anyone please help?

Select all units in one fleet.
Click "Transfer"
Select the fleet to combine with from the pulldown.

click on the ships you want to transfer, then select transfer for multiple groups.
