Can airborne divisions be dropped more than once?

Or, is there a time lapse that must pass before they can drop again?

There is a time lapse, which you can see when you hover over the grayed out parachute symbol on the unit action palette,

Yup, they are re-usable. They must wait 3 weeks after any action before their special capabilites can be used to actually para-drop into a hex. These actions include movement, strategic movement, sea transport and I believe even taking replacements.
