Some Questions from new player

ToW is a very addictive game. I'm happy with my purchase but I have a few gameplay questions:

1.For some reason I cannot deploy my new subs (playing as Germany). So far I've purchased two subs and when I select the "Sea Unit Deployment" screen, I see my two sub units but I cannot select them to deploy. I notice a red x and the number 4 and 5 under the sub icons but have no idea what that means.

Those red numbers represent the number of weeks (turns) you must wait before being able to deploy your subs.  Battleships take longer.  It represents you "ordering the sub being built" and then the time (in red numbers) to produce the sub and reveal it from the dry docks.
