Can't load PBEM Game

My friend started a PBEM game, ended his turn, zipped the folder and sent it to me. When I try to load it, the game tells me, "You have finished your turn in this PBEM game." We're both running version 1.7. Am I missing something?

What folder exactly he zipped? The one with saved game, or whole "pbem" (including repo.dat file)? You shoudn't send repo.dat to each other, because in this file game stores info about pbem players and games. If you have this file from your friend then your ToW thinks that you are him. You should remove repo.dat and create new empty file named repo.dat.
