PP cost mismatch

Just noticed that the listed political point cost for changing the leader of an air group is way below the actual point cost.

Had a chinese group and went into the choosing a new leader screen, chose a leader with a listed cost of 1 ... the actual point cost was 15. Tried this with US and Aust air units with the same result.

Some hidden cost or bug?

Were you looking at the pp cost of leader or the cost to change which are two different things.

Guess I was looking at the cost of leader.
How is the cost to change calculated? I cant figure out the basis ie I chose a leader with a higher point cost but he costs less than one with a lower point cost.

off the top of my head it is based more on the current leader to new leader so if the current leader is expensive then it will cost more modified (-) by new leader, I think.
