Empires in Arms is the computer version of Australian Design Group classic board game. Empires in Arms is a seven player game of grand strategy set during the Napoleonic period of 1805-1815. The unit scale is corps level with full diplomatic options

12.5.6 Surplus Major Power Money or Manpower

Any remaining money points belonging to a Major Power are available for use to meet any of that Major
Power's expenses (i.e., building depots, using depot supply, etc.) during future months. Prussian
manpower points can also be saved but those of other Major Powers are lost if not used. NOTE: Players
should reserve sufficient money for unit supply costs and other expenses during the upcoming quarter.

Why is Prussia treated differently regarding saving MANPOWER,from all other major powers ?

If Prussia can save Manpower that is not used,then that should also apply to all other powers[&:]

Prussia had a levy system that allow her to quickly mobilize reserves; the rule reflecting that was in the original EiA too.

As you should know, every major power in EiA has different characteristics, so the "If Prussia can then all the MP should" makes no sense at all.

Yeah, I don't think there's anything that needs changing here. I've heard of some people using a house rule that allows other countries to save manpower, but I really don't like that myself. I'm with HanBarca: the beauty of EiA is its asymmetry. Otherwise you might as well allow all countries to have 4 movement points, receive gold shipments from America, and raise cossacks.

Yeah my bad.  I thought he was referring to the manpower for victory issue and the Prussian manpower as a separate issue.  As Roseanne Roseannadanna would say, Nevermind. [:D]

Ok I get the Idea,all Nation's are given certain advantages,that the others don't,but to simply say that Prussia had a levy system in place to quickly mobilize reserves,I'm sure they did, but France & Russia to name just 2, have huge population's to aquire all the reserve manpower that they would ever want,even Britain had the press gangs!![8D]

Maybe the answer is just add it to the gamers option's list ALLOW ALL MAJOR POWERS SAVE MANPOWER YES/NO ?

I think it is meant specifically to reflect the Krümpersystem, whereby Prussia trained recruits and then did not induct them into the army, but put them in reserve (and then trained new ones, and so on). It was really only in effect from 1808 or so; if I recall correctly it was a way to get around treaty obligations that limited the size of their standing army.
