How do I tell a 9/4 TF to move EXACTLY 10 hexes in one turn?
Is there a way to tell a TF with 9/4 movement to move exactly 10 hexes in a turn WITHOUT burning 10 max-speed hexes worth of our precious fluids?

Not sure what you mean. You're going to burn 10 hexes of fuel to move 10 hexes.

Yes...set the speed to standard and set you destination hex to exactly 10 hexes and your react range to zero and set to "do not retire". Then check your planned path to the objective hex. If is circuitous and you dont want it to be then set "direct" or use waypoints.
This will only work if your low endurance vessels in the TF don't ask for fuel during the transit or an enemy force is encountered or an iar battle occurs and you have carriers or your commander soils his shorts.

There is no "standard" speed... only Mission, Cruise, and Full. I'm pretty sure it breaks down like this:
Cruise = ship ALWAYS travels at cruising speed
Full = ship ALWAYS travels at full speed
Mission = ship travels at cruise speed except for certain TF types such as Bombardment and Fast Transport, in which it switches to full speed during approach to and egress from the objective.
So how do I make a 9/4 movement TF make a 10-hex movement without setting the convoy to "Full Speed"?

The terminology has wandered a bit over time:
Use "Mission Speed" - that's what's really meant by standard.
Likewise, I think "Do Not Retire" is now called "Remain on Station".

But mission speed doesn't make them move 10 hexes in a turn when their speed is only 9/4 or whatever. It makes them move at cruise speed unless their TF type specifies otherwise under specific circumstances.

I believe the answer is that you can't. If you want to be sure of covering the 10 hexes, you have to set full speed and will pay for each (unfortuntaly, you can't move at a speed btw cruise and full as far as I know).

This didn't make ten hexes in one turn for my 9/4 TF in game. It still required a second turn to make it under "Mission speed" or "Cruise speed".
I think the solution is to use "Full speed" in this situation, since it's possible you may only pay fuel penalties for "EXTRA" hexes moved per phase, rather than EVERY hex moved per "full speed" phase.

At mission speed the TF will usually move in each phase a number of spaces equal to the number after slash. I say usually because I have noticed that many TFs with, say, a speed of 4/3 will move three spaces in the night phase and four in the day phase - but not often enough for me to count on it happening.

9/4 moves 13 hex...? what is the issue? U set the misison speed, remain on station.. night moves 9, day moves one.. afaik it works great.. remian ofn station a must.. I NEVER use full speed exciept with near dead cripple or in a super duper emergency.. and never with merchies as they move the same...

9/4 movement means the TF is capable of 9 hexes at max speed, and 4 hexes at cruise speed... just like how it's displayed in-game..

To move 10 hexes, you have to set the TF to Full speed. This means at 9/4 rates, you will move 9 hexes in the night phase, consuming 4 "normal" hexes worth of fuel and 5 "full speed" hexes worth of fuel. Then, in the day phase you will move the remaining 1 hex, at "normal" hex consumption. The advice for making sure escorts don't need to refuel, etc is also good to remember.
The key to remember is that the full speed fuel consumption rate only applies for every hex traveled beyond the cruise speed rate in a phase.
