How is Russian manpower & German technical innovation reflected in WW2:ToW?

When using your production points, is the decision often one of quantity vs. quality? ...to build several new units or to research better unit types?

In the first year or so of Germany's invasion of The USSR, Germany had a design technology advantage over Russia. At the same time (and increasing more and more so as the war went on), The USSR had a substantial manpower advantage over Germany. How are these advantages reflected ingame? By certain events? How is the concept of manpower represented in WW2:ToW? You could use production points to build a larger force, but you use the same thing to invest in superior unit types. So does any game mechanic encourge Germany to field a smaller but more advanced force than The Soviets in the early years of the war (I say early years, because I believe that The Soviets really advance technologically a lot by '43)? What's to stop the Germans from building many units, at the cost of less tech investment? What's to stop The Soviets from spending most of their producation points on technology, at the cost of not building a huge Red Army? Thanks in advance

Nothing is to stop either if that is how you choose to play. The Germans can do either strategy. That is one of the redeeming qualities of the game. You are pigeon holed into following historical steps. You can decide to run the war the way you want to run the war.
