Building units to full strength

I've started my first full campaign in AE as Allies. I noted I have quite a few units that are far below their TOE and was wondering where to best send them to have them build strength. I vaguely recall reading that units can draw replacements from all bases that have enough supplies and are within a certain range, but am not sure on this. Is it better to leave these units in the middle of a large base complex (eg the US westcoast) or will they grow just as fast in a single well-supplied and build up base (eg Noumea in a while).

WitP tracker is a good tool for tracking how you want to build things up.  It can show you all the units which use a specific device and the build rate and you can make a judgement whether you want to turn it on or off.

Here are a few simple tips

Prioritize units you want to upgrade. There isnt enough of most elements for every unit.
Put them on a base set to >20000 supplies and with 20000+ supplies
Place with owning HQ, command if feasible.

That should build it about as fast as possible.

Oh, and dont forget to rest / train them during the rebuild if their experience is below the owning nation benchmark

Slightly OT, but has the "no replacements filling out units if you started the campaign with 'replacements off' bug" been confirmed? If so, has it or will it be squashed with a hotfix?

Confirmed, no hotfix.
