Its 1940, France is overrun, I am playing German, Italy is at war..
The french have few forces left, the Brits have a 3rd expeditionary force in Bordeax, any idea why vichy event has not fired?

It seems a bit even Stevens in each game whether the event fire or not. It's one of the bigger ToW-issues.

So in my last attempt to play th e40 scenario as German... Russia declared war, so while I stall in the East I am clobering the Allies in France, especially as I am starting to get how to play and am using the easy mode as I learn... I hope vichy comessoon though.. hate to see the reds gain any ground
Next ?, do the Red army starting penalties carry over ? Seems too bad that I lost that bonus!
Diplomacy, no cease fires  or limited peace? I want to sue Reds for peace!

You have to take all the VP cities, Nantes and you also have to take Strasbourg and isolate the maginot fortress hexes. I admit the first time I tried to take France it was little frustrating. But once you understand what you need to take, you can head straight for those cities. First time I took all VP cities and Strasbourg and still didn't get Vichy event. In an earlier thread it was mentioned the need to take Nantes. As soon as I took Nantes Vichy event fired.

it's not necessary to take strasbourg or isolate maginot line to have vichy event .
I had vichy event with germans without attacking a single hex of maginot line .

you can't take all the VP cities of france as  plenty of them are in lebanon and north africa ... difficult to take them !!!
so if france refuses vichy, it's almost impossible to have her sue for peace ...

When I referred to VP cities I meant the ones actually in France. You don't have to attack the Maginot, you just have to isolate it. At least that was the case in 1.6. May have changed with 1.7, but I still do it and get the vichy event.

As far as I remember , in 1.7 , vichy was asked without having isolated maginot and without the loss of marseille .
but vichy was refused by france . (maybe not possible if I would have done what you mention ?) .
