it represents a quieter AI in china thats all apart from that its identical

AI will fight only if your units are in the hex and pursue them. Otherwise it will remain passive in China.

Can i pull some of the Jap foerces out of china or do i need to maintain  a presence there?

If you are playing the 'quiet China' as the Japanese you can do what you like so long as you maintain the minimum garisson numbers for the various cities + Manchuria.  In theory the Allies will be less inclined to mount any advances/campaigns agianst you but nothing is guaranteed, although fingers crossed less shuold happen in that theatre
