Regarding upgrading Claudes on the light carriers (which I've just done in my game), my first guess is they took replacements and now have a delay on receiving additional planes, which prevents upgrades. I would think just about anywhere in Japan is close enough to a well supplied HQ at a large airfield to satisfy all the other rules. If all else fails, try upgrading directly at a base with a 6+ airfield, an air HQ, and 20,000 supplies.

I don't think there is any reason to hold back on ground strikes against Wake and much to commend such an action. The AAA there is not bad, and the disruption caused by the strike may be the difference between success and failure.

It has been snowing constantly here in Tokyo, slowing down our war effort, as we have lost electricity for several days. Say what you will about the colonialist President Roosevelt, I am sure his capital city would never lose power just because of some snow.

Cap-and-gown-先生, thank you for your comment. I have added a second ground unit to my liberating force, so I am hopeful I will not have to use my precious carrier birds for air bombardment, but I will do so if need be. For now, they are lingering within range to interdict any enemy ships foolish enough to attempt to intervene.

Now, back to the window, to watch the snowflakes twist and fall, like enemy airplanes.

Just a reminder that the faster TF must be the one set to 'follow' the slower TF. Usually, this means setting your SCTF escort to "Absolute" and following the amphibious invasion TF. If settings are reversed, the slower TF may become separated from the faster TF.

For those ships that are damaged, split them off into their own 'escort' TF. If you can, provide them with minimal escort for the trip, otherwise, they'll have to muddle through as best they can. You can't endanger the body of your TF for the sake of a damaged ship.

*bows to Chickenboy-先生 * Hmm: that is what I used to do, but I thought things had been reversed by the Admirals Edition of this war. I thought I'd read that it is now prudent to have the faster Surface group lead, as it will slow down to allow the slower Amphibious group to catch up. That way the Surface group intercepts enemy threats first; if the amphibious group leads, it fights the colonialists first, instead of the surface group. Perhaps I'm mistaken?

In any case, I believe part of the problem I had was that while I did order the surface group to lead, I set both task forces to "high threat tolerance" rather than "absolute". The amphibious group shamefacedly turned around while the surface group kept moving forward toward glory. Or, to put it in 俳句 :

Once separated,
many turkeys were shot at,
and few made it home.

Your opponent is unlikely to move his carriers anywhere near Wake island at this stage. Kido Butai would swat aside his poor quality aircraft and, through numbers and quality of pilots / airframes, summarily destroy the offending carriers. His carriers are likely anywhere BUT around Wake island.

While it is not a bad idea to support the landings at Wake with carrier air, I would caution you about a static presence for KB. One well-place submarine and a luck torpedo hit will ruin your day. Keep it moving about if you can. This will be a good practice for mid-late war where a stationary KB is undesirable for the Japanese.

Do you have a surface TF covering force available for your Wake 'liberators'? It isn't too hard for the Allies to slip a CA/CL/DD raiding SCTF into Wake if he is certain that you are still unloading troops and supplies and KB has left the area...
