Well we can ask for no suprize but I doubt they will go for it, would you[:D] I am trying to decide where to send my three very dispersed carrie groups. Want to get them together as soon as possible, but where. Somewhere down south would be my prefernce, just have to stage fuel in a good location.

Don't know, we're gonna get crush by 10+ CVs all around the Pacific with 800 planes onboard and an outstanding military buildup in the years before, Im not quite sure this would go totally unnoticed ^^

Let's say this: surprise on if they only strike pearl. But if they want to strike other ports, they'll have to give up surprise for the sake of Manilla, what do you people think?

Don't think it's a bug, Japanese devices usually have a build rate of 0, meaning no limit except for vehicle/armament/manpower, so the 1 for Chinese squads seems quite deliberate.

Best of luck with your struggles in China, I'll be looking at your struggle in China carefully as I'm very interested what the new garrison limits for the Japanese have changed on this front.

Works for me but I am on your side[;)] Makes sense that we know trouble is coming just not where so we should have some leeway to prevent a total destruction of all our assets in both manila and pearl

Btw Milly darling, what are our era of command? I will give you the Philippines too, it's US soil afterall. What should we do with the ANZAC stuff though? I don't know if I am the right guy to tangle with John in the Solomons...? But I surely need Australian troops for my business though. Tell me if you want anything special out there.
I'll leave you Caledonia and the Hebrides of course, and the war in the Fijis. I suppose I'll deal with them "mainland" forces in Australia and New Zealand.

I just want to be sure I don't hamper your maneuvers in any way.

If they want surprise, they can't have it on both sides of the international date line. At least that's my philosophy. In short: I agree with your take re: Manila.

How about you leave surprise off, but agree to put most of the fighter groups (and all the bomber groups) at Pearl in training or something.  Everywhere else you can set air missions at will (except no transfers allowed).  That would simulate surprise at Pearl and awareness everywhere else.

For those that opt for surprise anywhere in the first turn, there are some hard coded restrictions (under the manual re: surprise) about what air groups can be doing and what % of them fly on December 7. It should obviate the need for any other work arounds re: air mission settings.

Well partner, I think your right that the PI and the pacific from noumea north and east, and of course supplying OZ with whatever I can spare (or you request) is my area. PM is kind of an Australia problem due to it's location but I can surely support ops there with carriers if it looks like we can punch them in the nose there. I will be sending all I can to pearl harbor right away (just so shorten the trip later) and will try and get engineers to stategic places to start building up for later operations. I was not sure is you wanted Australia or not, but feel free to take the place if you have a good idea how to defend it. I have not had to deal with anyone like John so I think your better qualified for that mission[:D] Feel free to disagree if you like.[&o]

I think Dec 7 surprise should definitely be negotiable if they want to hit a port elsewhere.

Yes, I guess the dateline argument is a very good point. We'll ask them about the "no-one but Pearl stands down" option!

Well in the real war the allies did have warning in the PI and other places, they just screwed it all up[:-]. No reason we shouldn't benefit from there mistakes[:D]

Our opponents are indeed jelly good gentlemen who accepted all our proporsals for home rules, including a rule about air operations (against gamey 32k feet strikes, among others). I added a last request about a Monsoon rule in Burma, and I think I'll be done with it (should add a little suspense: no offensive ground and air ops between early june and early december in Burma, yummy)

Don't worry, I guess it will be all the opposite. [;)] With a calmer Burma, there's no reason why, having such an overwhelming carrier power, they wouldn't try to turn the positions around and land in Bengal or Eastern India instead. If not, they'll absolutely go for Australia, and then we'll benefit from having more troops to send there anyway.

Well, I count on you to try to be a little fair, I won't forbid you to peek on the other side - sometimes I know it's just too much of a pain for us readers [;)]

Here is the first version of the HR. Please feel free to comment.

The first turn arrive. I'll let Miller play first, I have to fullfill my (dinner) commitment to a couple gentle women tonight first [:-]
[font="times new roman"]HR [/font] 
[font="times new roman"]1.  1st turn can have multiple port attacks, but ONLY from carriers.  Manila and Singapore may have Fighters up and on CAP.  Cannot transfer new Squadrons reflecting prior knowledge. [/font] 
[font="times new roman"]2.  PPs to move out of national borders (Japan - Manchuria, Thai) and (Allies - India, China)  [/font] 
[font="times new roman"]3.  No strategic bombing (Oil, Resources, HI, LI, etc.) until July 1943 [/font] 
[font="times new roman"]4.  Manila subs can form TF based on a date/time stamp (use the last digit in a pre-determined e-mail). Since this may be the second port attack, the last digit in the time (hh:mm:ss) is used to determine how many subs can form TF   [/font] 
[font="times new roman"]5.  Japan will follow restrictions Juan suggests on conversions:  Japan should only have two BB or CVL conversions at any one time, and four CA or CVE conversion at any one time.[/font] 
[font="times new roman"]6.  Non-historic 1st turn, +/- 60 day reinforcement, PDUs ON, orders for TF formed already [/font] 
[font="times new roman"]7.  Offensive operations in jungle and mountain hexes on the Burmese front should be stopped from early-June to early-December, allowing R&R and unit rotations, and give both players on the front a much less bloody (and much more interesting) experience. This would mean: 
 
- No deliberate or shock attack in the jungle hexagones in the designated area 
- Bombardment attacks are still allowed 
- Movement into friendly or empty hexs are still allowed 
- No offensive air ops from or against the Burmese front hexagones (recon still allowed) 
- No offensive carrier operations in the Gulf of Bengal against Burma (other naval ops, including bombardment, are still allowed). Striking either Bengal, Northern India or Malaya from carriers in the Gulf is still allowed, of course. 
 
Hexagones would be corresponding to everything above the "Thailand" label within Burmese and Thailandese borders + the few jungle hexagones going 3 or 4 hexagones into "India" (Kohima, Ledo, Imphal area) 
[/font] 
[font="times new roman"]8.  Night Bombing must have 50% Moonlight through the end of 1943.  Starting January 1, 1944 Night Bombing may occur in any condition. [/font] 
[font="times new roman"]9.  Aircraft Limitations:[/font] [font="times new roman"]a.  TB2D-1 Skypirate and FD-1 Phantom should only operate from land bases or Midway class CVBs. 
 
b.  A7M Sam and B7A/-D Grace should not be operated from Japanese CVE's. 
[/font] [font="times new roman"]c.  [/font][font="times new roman"]Combat altitude could be fighters only from:[/font] [font="times new roman"]Dec 1941- May 1942   20,000 [/font] [font="times new roman"]June 1942-Dec 1942  25,000[/font] [font="times new roman"]1943    28,000[/font] [font="times new roman"]1944    31,000[/font] [font="times new roman"]1945    Whatever[/font] 
[font="times new roman"]All other Aircraft below 20k (except Recon) [/font] 
[font="times new roman"]10.  Four-Engine Bombers:[/font] [font="times new roman"]a.  4e bombers restricted to 10k or higher for naval attacks (does not include PBY/Mavis type patrol craft)[/font] 
[font="times new roman"]b.  4e bombers CANNOT bomb troops[/font]

Once you'll get done with the first turns, don't forget to tell me which ship you may be willing to affect to the ABDA operations. I'd also need to talk to you about shipyard priorities. Honestly, I think we will need as many APD conversions as possible when it comes to flush deckers. I do agree ASW is important, but my earlier games showed me that the Allied fast transport capability is really little more than a joke, as most combattants which are eligible for troop and cargo transport on the IJN side (DDs, Cruisers...) are not (not surprisingly though of course) in the USN. We'll absolutely need fast transport TFs as an asset by mid 1942 if we are to start some cheap counter-invasion gambles here and there. Ive got some plans for them to allow me to engage a very early buildup in my areas [;)]

Your opponents seem to start with a nice little "bump" in available flightdecks, and an even nicer "bump" in A/C capacity.  I'm assuming they've also received a "bump"  in carrier-trained A/C to fill those decks.

Did you (the Allies) get any "bumps" in return?

I will be looking to see today mike, and AJ I will do as many conversions as possible, as i like you am a big believer in fast transport and the allies really have Zip, Zilch, nada in that area[:D]
