Blocking income - WAD??

In our ongoing PBEM I play as France, and I am at war with Spain.
What happens is this, in Paris I have a Garr consisting of 1 Millitia division, and a small army consisting of 2 divisions.
The Spaniards move one corps with two divisions set to avoid combat into Paris, and no battle takes place.
The Spaniards are thus in Paris (Isle de France or what the province is named) alongside my city-garr and my small army.

The problem/what seems odd to me, is that this blocks my entire income. Had the Spaniards occupied Paris, or been the only force in the province, I'ld have no issue with this, but seing as they are just basically running around the countryside trying to avoid combat, it strikes me as odd...

I believe that is working as designed.

Manual says 3 enemy units have to be present Pg 99 rule 7.1 Resources. I don't know if that means 3 divisions or 1 Corps with 2 divs in it or what.
