If 1) means, how is supply transported between pages, than there has been a post by BigJ detailing this, this can also be found on the AE Wiki

Sorry but this doesn't tell you how to get and keep 10K of supply at a base, required to change/repair factories for production. Supply rules were changed in patch II and again in patch III. What do the required supply buttons do now?

Not sure about the chances in patch 3, but this is from after patch 2.
From this you should be able to find out how to get 10,000 supply in your base without too much trouble. Supply required buttons are explained under the 'supply required' heading

(OK I'll help, Make sure the supply required at the base is at least 1,000, then in cycle 2 it will try to get 10x it's supply required, voila, you should go over 10,000. If you're in an area with very few supplies, you might make the number higher to get enough supplies in cycle 1, so a supply required around 4000. Maybe you'd want to build in some safety if the base is a bit remote and it may not get supplies moved there every day)

In patch 3 bigJ62 changed that a bit and took out the 10x pass. Set your bases you want 10,000 supply at to a supply required amount to 3500 or above. It does work right, I have been using it in a Japan vs AI Allies with no problem. Every base with factories ended up with 10,00+ supply every turn and all factories repaired for me.

Apologies, I haven't read the patch notes yet, so I didn't know the 10x pass was taken out.

Have you every played Japan and tried to manage production? If so you might understand the problem! In the first 10 days of a new campaign playing Japan, all supply beyond what is required by the LCU's there flows to Tokyo! Then you have to fiddle with the add required supply buttons to try and get 10K of supply at any base out side of Tokyo where you want to change or repair factories. Sometimes you get too much or not enough.

Patch III Release Notes:
29. Made add supply button literal based, the unit will try to get only the amount listed.

There is no add supply button for units, only bases!
51. Rationalized supply draw rules.

Huh?
54. Replaced Supply Required column with Failed in Industry Management screen as there are no supply requirements for industry.

Yes there is! Just try to repair or expand a factory without 10K of supply at a base, it doesn't work! Maybe any factory with less than 10K should be colored yellow.
