Need help understanding unit transportation

OK, I need help understanding how to transport land units. For example, I see that i have lots of units in Oz or SD who can be moving via transports to the front. Ive tried setting them on strategic move and transport and combat and amphibious. It is still only january 42 so perhaps they are not ready for transport. Can anyone tell me how to get a unit ready for transport? Also, hwo woudl i tell when a unit is historically ready to transport?

Are they in a Restricted HQ ? If so you need to pay PP (political points) to change that ...
