old tips still valuable?

I agree that the old Raleigh guides are certainly valuable for general guidance to COGEE.
Every so often I reread them just to refresh myself with a nations general goals.
I think they would be especially valuable for one who has not played this game very much!
A lot of his principles in relation to how the different nations interact are still applicable.
My feeling is take what you can, and then try to improve upon what he offers! Especially when you play in a multi player game, where you're dealing with a myriad of personalities!
