Explanation:
The columns headings for the Cities (on White) are on the first file. The important number is the GarrisonJ, garrison requeriment and is in RED.
The MAX AV column (far right) is the Assault Value for those units at maximum strengh.
The LOCATION value is the AT START location, so you can find them sooner
4860 value of garrison are filled by 5534 assault points. Only 2600 points are filled by IJA frontline units
That leaves the glorious Empire of Japan with 11767 points for offensive operations, MUAHAHAHAHA <= Evil laughs! [:'(] [:o]

Naga captured by the Japanese. Chinese attacks at Ichang continue to make slow progress against the surrounded Japanese. The KB main body (near Soerabaya) puts a serious dent into Indonesian fishing operations by sinking a dozen trawlers.

It appears one of the Allied reinforcement convoys for Singapore ran head-on into the KB. It had been ordered to take the safest route available--west of Sumatra--but the game engine now doesn't seem that smart. I had had bigger fish to fry, so I assumed it would avoid the area of operations until it was clear, but no, it nearly rammed the KB. Oh, my.

Yeah, it's not that smart, unfortunately! The new-for-AE features they put in about routing and threat tolerance help out but they are limited too. I only rely on them for unanticipated situations. When you know something is up you have to take over and micromanage routing, at least temporarily.
Note that the 'normal' routing and threat tolerance options will at times seem to be pushing a TF back toward danger. That's how it looks during the orders phase, I don't know if all other things being equal that routing would be carried out during turn resolution. I think (uncertain) that maybe the choice of routing displayed in those situations takes account of enemy TF headings.
Also, I have seen TF's evading enemy threats at times when I had no reports or other indications of enemy presence. That could be an FOW leak, or it could be a reporting deficiency considering the limitations of displaying all sources of Intel in the game.

Just a warning, Harry, FOW is extreme. In my PBM I've sunk the Kaga and the Soryu, except that I haven't!
