questions about diplomacy screen

What do the shaded coloured bars mean (which vary in length) behind the names of the different empires in the diplomacy screen on the left hand side? Is it GDP/population etc?? I couldn't find the answer in the galactopedia.

What is exactly strategic value and how is it determined? It is not explained in the manual and the galactopedia and it seems to be important for various purposes.

I think it's kind of an aggregate value of your empire, taking into account resources, colonies, and military. Just a way to see "who's best".

Seems like it only takes values of colonies.
