Obsolete ships

When you make ship or base design obsolete their number(how many units are still in service) is zeroed(I mean is reduced to Zero). Minor bug.

BTW If it will be possible to make two design screens one for military and one for civilian designs?

BTW 2 Saving design make design panel(starting) restet. If you uncheck non obsolete ships only reset make this always check(hide obsolete designs).
