Game paused, but still getting diplomacy?

If this is a bug I can upload a saved game, but the game is paused and I am working on a design and I get diplomacy boxes opening from people offering or wanting something.

Whenever you open or close windows the game continues for a fraction of a second, and depending on your speed setting a lot can happen in that time.

No this was after several minutes.

Please upload a save for us, I'd like to see that in action. Can you provide more info on exactly what you were doing so that we can try to duplicate it too?

Uploaded as Diplopause. I have had this happen several minutes after I have the game pause.

Also, in this same game I was able to form a fleet out of ships that had not been built yet. The AI asked me if I wanted to use the fleet to attack a planet. (Since they weren't built I said no.) Finally they got built so the AI asked again and I said yes. The AI sent them with no fuel so I took control.
