make it so that when I design a ship I don't have to look at all the useless components for war ships?

make it so that when I design a ship it will automatically fill the required pieces for me?

open a table somewhere to tweek design parameters to improve certain AI (not my internal AI, the other races AI) designs?

No you can't right now. I would suggest you go to the stickied post about wish list and put this in there as well.
