Don't know what the original intent of the question is, but to my experience..

Brisbane and Sydney are the 2 main major repair ports I utilize. They are busy 24x7. They can handle most of the work-with the exception of Battleships and CV's that have moderate to major damage. For those cases I have to go back to Pearl Harbor.

Columbo is the main one for the Brits in the Indian Ocean.

Ports on the US West Coast have been quiet when it comes to repair work. Pearl has been fairly busy.

IMO: The real important thing is to capture forward bases and move the AR's, AD's, AS's ARDs, Naval Support and Fleet HQ's to them. These forward bases can handle alot of the repair work so long as its not major damage to the hull. Major damage to systems can be handled in the field-it just takes a while. ARD's can help with hull damage, but they do have size limits-at least this is my understanding.

As the allieds you need to capture a large forward port. I took Rabaul late 1943. At the time I questioned the wisdom of doing so. It wasn't long before I was thankful I did take it. It wasn't by chance most of the big battles I had centered around desirable ports. Truk would have been nice, but you'll more than likely pay a huge price for acquiring that piece of property.

When I take Manila-and its going to be a bloody fight, that too will also be a nice port.

Take a look at how Fed-X or UPS operates and the theory behind its operations. Some of the concepts are aplicable to the logistical aspects of the game.

I have been curious as to whether the US West coast shipyards are so much better than PH, that it is worth the transit time back and forth. Has anyone checked out the repair times between the two? Say San Francisco or Los Angeles vs Pear Harbor?

I can't address the differences between the repair times-don't know. I do know that the capacity of the West Coast and Pearl are greater than the shipyards in Australia. What I do know is you'll save a lot of time by not having to transit back to the US West Coast if you repair ships in the field or in Australia. I could imagine a situation whereby you have so many ships to repair that it could overflow the capacity of the shipyards in Australia and it could be worthwhile to transit back to the states, but if you're in that situation, you have much bigger issues to worry about.

If you're hitting a refit cycle with a lot of ships to be refitted in the same time period, that too could be a situation where you may benifit from spreading out to as many major ports as possible.

WC bases are most useful to repair major damage to capital ships resulting from the PH raid.  After that, they really don't do much in terms of massive repairs.  Individually, they may be useful to steam a TF with two or three capital ships needing repair when PH is otherwise busy, but I've not seen more than just a few of of them remotely near capacity.

Although if you do decide to transit back to the West Coast with the PH raid wounded be very careful.  What seems to be manageable floatation damage can spring a major leak if you have major system damage.  I lost a few of my big ships when the "temporary repairs" failed a few days out of Pearl.  Someone has suggested that you need to get the system damage below 50 before you try to make the move.

The float was around 15, it was the system damage over 50 that did me in.

I am not finding that ships being upgraded (2/42) reflect damage as in the manual 14.1.1, except maybe in the case of capital ships (CAs), that show some nominal amount of system damage. The others (DDs, etc, and merchants) only show a number of days remaining to be out of service. Additionally, it doesn't seem to matter what the mode of the repair is, the days remain the same.

A question that I have is what effect do the ships being upgraded have upon the shipyards capacity to perform the other repairs?

The way I understand it, a port will use all of its shipyard points each turn. If you only put one ship into the shipyard and there is significant excess shipyard capacity, then the ship will repair faster. So a larger shipyard will repair a ship faster if the shipyard is considerably under used.

Ships undergoing refit or conversion can be put in non-shipyard modes (pierside, readiness, or repair ship) and the work will still get done.  When you get the message saying the ship began the refit, you'll need to check the shipyard and shift them out of repair mode and they'll keep right on getting refitted without using up all your shipyard capacity.

Historically a few major ships also went to the East Coast for repairs.

I havent had a chance to get some hard numbers but the East Cost has the largest port , largest repair yard & highest Naval Support in the game and should make a difference to repair times.

Will have to try some tests and then weigh reduced repair vs travel times.

That was added in a patch so you wouldn't find it in the manual.
Kudoos to the Dev team for bringing us the tools we need to kick some though ( be it AI or PBEM) :)
