How are reinforcements and replacements handled?

Where and how do they arrive?

Reinforcements (and withdrawals) come according to a fixed schedule. Most reinforcements come near that side's respective map edge but in 1941 several Russian armies mobilize near Soviet cities.

Replacements are fed into units automatically from the production pool each turn.

does the level of supplies affect the amount of replacements? Ie the men and items used by the on the board units?

Are the men returned to their respective nations manpower pools taken from the combat casualties (wounded/MIA) ?

Replacements, like supplies, are received faster the closer you are to a supply source. You can also increase your priority for receiving replacements by putting the unit in Refit status.

Yes, the system tracks casualties and replacements by nationality (e.g. the Finns don't get German replacements).
