Why can't I build my resort mining base?

Why can't I build my resort mining base?

I finally found a scenic location. I want to build a resort ming base there. I was able to do this before, but it wasn't a scenic location. Well this time I can't do it. I only have options for resort base or tech bases.

Does a scenic location causes the game not to mine on it? Is this why I can't do it because the resort base I wanted to put on had mining equipment on it?

if there are minerals or gas you can mine there.

maybe you don't have the right mining equipment on the base in question?

There shouldn't be any such limitation. Does the system have resources?
