Why Is My Auto AI Trying To Start Wars?

Im playing 1.02 in a 400 star map with maxed races

My AI has just recently started asking me to impose trade sanctions on empires that I have great relations with, and I don't follow why its doing this?

on another side note, When you look at your diplomat screen where it shows all the reaces their is a little colored bar in all their names and each empire has more or less of it and I was wondering what this pertains to?

the Colored bars represent you/them affiliation with each other, click the race in question and then look at your race in the Diplomacy menu, you will see how your race as a whole views them and vice versa when you click your race.

your people probably dislike the other race whether it be size, power,armada, interalations etc etc

This is a neat glimpse of how the AI's diplomacy engine works when they're playing as themselves and don't have you to say "No, that's dumb.". Clearly, the AI is not the most reasonable being to negotiate with.
