Can Field of Glory be used as the Third party combat engine for Empire's in Arms? If no, are there any plans to make this happen? If yes, how do you set it up.

Why would you want to use an ancients game as the combat engine for a Napoleonic game?! [&:]

FoG Napoleonics is in the works (they're looking for beta testers) but I don't know if they're for tabletop of PC.

You don't need an interface for that. You just input the result of the battle to the EiANW engine as you will have to translate the rsult in the factor anyway.
