Carrier for float fighters

Is any jap ship can carry and use float fighters (A6M2-NRufe). I tried to transfer them to AVs and CSs but it not possible.

It's possible, I do it all the time; just make sure the float fighters doesn't belong to a restricted air command.
Sometimes you may have to create a TF and transfer the AV into it before you can put the float planes aboard.
