Landing Base Force at a zero level port

IGNORE POST _ meant for the AE Forum.

I'm trying to land a base force at a totally un-improved base (port level is 0(3)).

According to the manual, zero level ports cannot handle troops. Does this mean that the units must be in combat
mode and load as an amphibious mission? Or will they unload ok albeit slowly if they are in strategic mode and loaded as normal cargo?
