Secura 2 - Can't build mines?

I've seen this in two different games now, both v1.0.3.

Secura 2 is a Volcanic Planet with Crystals & Aculon but, you can't build a mine on it?

1. Unzip the file DWSecuraSavedGame.zip and load. 2. Go to the Secura System. 3. Find the construction ship (Secura Vagrant, has fuel, not under AI control) and try to get it to build a mine, (doesn't work, no option for building a mine)? 4. Go to the expansion planner and try to build a mine on Secura 2, looks ok but, any construction ship sent will just stop when it gets to Secura 2, no mine built.
