With a world of hurt, we finally got IJNAF Kokutai identified down to 2/45. Kokutai (Air Group) level was where the support echelon was identified. Kokutai ranged from 130 planes in a training group, to 9 planes in a seaplane group. Fortunately, ‘deployable’ operational groups ran in multiples of Sentai. So …

Make an IJNAF Base Unit have about 27 AvSup, and make numerics for the Kokutai. So you might have 1st Chitose, 2nd Chitose, etc.. When you get into the 200, 300, 700 series, they were nominally 36, so they wouldn’t have numerics.

What happens is IJNAF ends up with 53 Air Base Units (down from 71) with 1431 AvSup (down from 1704). The AvSup reduction is not as significant as the reduction in the number of LCUs that can deploy that AvSup.

Notably, 28 IJN HQs with 2664 AvSup are redefined to provide 756 AvSup over their HQ range. Certain Base Forces received Float/Sea Kokutai with 6 to 18 planes. This is reflected in the OOB. Other Japanese BFs are set to their historical capabilities (nerfed unmercifully).

Think this will go a long way towards addressing the perception of excess Japanese AvSup. Btw, the % reductions, in both totals and unit terms, are in line with those done to the US/Allies.
