Minor Free State Problem

Using the Editor I made Lombardy and Piedmont Austrian Free States to start my 1792 Campaign. When I reach the 1st economic turn both countries say they have 0 manpower and 0 money. Strangely other Free States I created like Hanover and Hesse for Britain are fine. Any thoughts?

I don't know the answer, but I can tell you that using your scenario I was able to conquer those states (as France), free them, and build from them. So they're not unable to build across the board, if that helps.

Did you check to see whether Austria is receiving income and manpower from them (as if they were newly created kingdoms), or are the resources just disappearing (as if they were under hostile occupation)? That might narrow down the source of the problem.

Thanks for you thoughts ndrose. I tested this out by creating them as Austrian conquered states and then freeing them making them Free States and as you said it works fine then. The problem is Austria loses 11I and 2C it needs for facing France at the start of the game.

Austria is not receiving income or manpower from them. They are treated as free states just with 0 mp and 0 $.
