Unit cannot attack

When you are told in the planning dialogue that a unit, which is otherwise ready for orders, cannot attack - can you find out a reason for this or is it just a black box decision by the game engine which you have to accept?

Impassible hexside terrain (such as a super river)?

The attacking unit must have enough movement pointsto be able to enter the hex of the defending unit in order to be able to attack the defending unit.  At least that's my understanding.  So if it can't advance, it can't attack.

Thanks Larry, it must be something like that. I am playing Sino-Soviet 69 and the Soviet Unit in question can attack the Chinese unit when I advance one game turn. I haven't picked up this game in a couple of years ( - is this new or am I misremembering. I don't remember not being able to move and attack at least once in the same round with a unit???

Indeed. Some terrain needs such a high number of MP to enter it cannot be attacked except by a unit that hasn't moved at all.
