"Cautionaries" Mod

Hi All: In the readme for this mod, it states that Jap. will have 20k pps available and
the US will have 15k pps available. Are these to be available at the start or accumulated
on a per turn basis as normal? My games have started w/very few, I think approx 150
for US.

The pp amount has been downscaled due to the fact that it hugely favors US early on. 150 per side is the proper amount in the later versions.
