UI problem in Ship designer

When designing a new ship, or editing a recently upgraded ship, I added Basic Combat Targeting CTS-100 and Basic ECM CM-100 to the design, then removed it immediately. In the Weapons and Defense, Targeting and Countermeasures still showed the +10%. I confirmed the components were removed and then clicked Cancel. I opened the ship for editing again and they stilled showed the +10% without the components installed. Even closing the designer completely failed to clear the +10%.

Currently running 1.0.4.4.

this bug is in 0.3 too, dont know the cause as ive only had it happen to 1 ship, pretty sure it was a mining ship

This bug is fixed in the final version of 1.0.4
