1.0.4.4 troop ships randomly stop

If I give my troop ships an order to attack a specific planet, half the time they will stop as soon as they come out of warp. This makes the amusing result that if I send several ships to a planet at once, some will charge it, others will not and stop at where they came out.

I think it only happens when you send them from another system... aka, my troop ship is in sol, I send it to take loros 5...
