Translate the game

Is it possible to completely translate this game to another language ? The tutorials can be translated as well the diplomacy dialogs. But what about the user interface ?

It takes time to get a reply. I'm sure Erik, or anther representative, will get around to responding, but they get busy and probably don't check the Design/Modding forum quite as much as the others.

Edit:
If you mean modders translating it, I'm relatively sure that isn't possible for the moment. Unfortunately what can be modded is pretty limited.
