1.0.4.9 Tech Problem

I've encountereed a problem with technology in 1.0.4.9. This thread summarizes the issue:

In short, there are three techs that did not progress in three years. I played the game further and two of the stuck techs (including SY-200) did make progress, but the third one is still stuck.

I uploaded the save game file as "vengen Quameno Tech Problem 2768-06-16".
