Is it true that substance cannot be modded?

What I mean by that subject line is this: although I have not tried (yet) to mod this game, it appears to me that only the graphics of it can be modd'ed. Images, graphical effects, and so forth. I.e., no substantive aspects of gameplay, calculations, AI, or anything that, frankly, makes a real difference.

Is this correct, or am I mistaken?

EDIT: I re-read my post, and it sounds snarky. That is not my intent. I am truly interested in what aspects of this game, beside graphics and 'surface' aspects like planet names, can be modd'ed. tks.

It is possible to modify various figures in the race file (aggressiveness, bonuses etc.) Other then that I think its pretty much all cosmetic.

Its been promised that, once the game is stable to their liking, they will open up the modding opportunities a lot.
