AI cheat or bug?...

I'm playing as IJ against Allied AI, I noticed upon landing in the Philippines that certain US units seem to have the ability to reposition themselves overnight - without seeming to adhere to the normal game movement costs, (see screen-shot below). Is this correct?

No is short answer
 
But you can move units in rest mode its slow...but it can be done so maybe they were just moving between the bases
