Conversion of Chitose and Chiyoda

(edit) But seriously, it's under discussion. Bumping into an intentional restriction on certain upgrades to make them difficult to do outside certain locations.

Chitose doesnt want to upgrade. Nisshin upgraded in Tokyo.

This is usually not a bug but player error.
