No in game chat

I can not see in game chat , when I send a message I don't see my messages and I don't get the sound. I never hear or see the other guys messages or hear the com's sound.
What I do see tho as a game starts is at the very top of the screen what seems to be a blue chat line kind of form at the top then is gone very soon after, not sure that is linked to this tho.

Any ideas what might be wrong, tried reinstalling. and tested this with local other computers and none of them have this problem.

Windows 7 all computers
Not what other info might be a help for this .
This is also happing with no local games.

Tried windwos firewall off .

only thing diffrent from my computers was java, installed java and now works.
but it dose not look like the game uses java, but this what fixed it for me.
