TOE upgrade

The TOE of some of my base forces was supposed to upgrade a few turns back. Indeed, when I click on the yellow label at the top that tells you when the upgrade will be available, it says that it is already available. Yet none of the units in question is upgrading even though I have allow replacements on. Also, some of these bases have more than 20,000 in supply if that matters, yet still no upgrade.

Any clue? Do I just have to wait for the magic to happen?

Yes [8D]

In fact, I had some Australian Base Forces which upgraded (in the NE: Cairns, Cooktown, Portland Roads). I thought they were out of range (and therefore would not upgrade), so I moved the Australia Command HQ to Townsville. But they upgraded before. Oh, and not a lot of supplies in these NE bases.

(Can I just say I hate the command structure in this game? It is worthless and illogical.)

And, near some form of HQ. I don't know what type of HQ, I just know you need two things: rest mode, and command of some kind.

Well, it looks like I was wrong. The HQs matter for air units, but NOT for ground units upgrades. Apparently (according to the manual, see 16.4.1) all you need is "supplies" and the units will upgrade. The newer elements must be available in the replacement pool. Ergo I moved the Australia Command HQ for nothing [:D] Which explains why my Base Forces upgraded before the arrival of the aforementioned HQ. A "wtf" moment [8D]

I think you DO need an HQ. Currently, nobody is upgrading except the one unit where I just moved a command HQ. Rats!

Well... that is not my experience in the game (the HQ was more than 9 hexes away). Please, do read the 16.4.1 part [:)]

Well... that is not my experience in the game (the HQ was more than 9 hexes away). Please, do read the 16.4.1 part [:)]

The manual isn't always right, but neither am I, it appears to be 2x Command Range. Thanks BigJ

Well, given that TOE stands for Table of Organization and Equipment, per definition if the TOE upgrades the equipment upgrades as well [8D] Or not? [:D]

In other words, I very much suspect we are talking about the same thing.

If you can find (along with 16.4.1.) another part of the manual which deals with this issue, please enlighten me. I am all ears...

There are TOE upgrades and equipment upgrades. They are different. Equipment upgrades can occur almost anywhere, I think they need to be able lto draw supply and replacements need to be turned on. For a TOE upgrade to occur you must be in rest mode and within 2x a Command HQ range. A TOE upgrade does not exchange, upgrade, or accept any equipment, it only changes what equipment the unit can have. An equiment upgrade does exchange equipment, items, etc. This is what happens when you have INdian INf upgrade to Indian Inf 42.

Hi there,

This thread is already quite old, but I have a question regarding TOE upgrades. Does it really not matter that the command HQ, which has to be close (2 hexes?) to the upgrading unit, is of a different command than the upgrading unit?

I currently wait for the upgrade of my 5th Base Force, sitting on Saipan, and an Air Flotilla HQ resides also on Saipan. Nothing happens... is there any random factor involved to trigger the upgrade?
Other units upgraded pretty quickly as soon as I set them on Rest and HQs were in vicinity.

Command is irrelevant. To upgrade a TOE the unit needs to be in rest and within 2xcommand rating of a command HQ. In this case the air HQ is not a command HQ so it won't upgrade. The Japanese have some unlikely command HQs, 5th Fleet (9), Southeast Area Fleet (5) and 4th Fleet (1) are the three that spring to mind, the last two do not list as command HQ's but if you open their LCU window you will see they are. The Combined Fleet strangely isn't a command HQ.

To clarify what has been said before, equipment updates are not TOE changes and do not require any HQ to be present nor in rest mode.
