Where is the Help section?

Hey guys,
In one of the tutorials, it says this:

"For specific information about individual weapons and their most effective uses, see the Help."

Question is... Where's Help? There's nothing in the manual that I could find on individual weapons, and to my knowledge there is no Help section in the game. Also, it appears Battle HQ is no longer around. Is this the case? Thanks!
