incidental damage

If this is the same as UV when a ship sale for truk from Tokyo it could sustain anything up to like say 20 SYS damage having been at sea for say 2 weeks... are ports like truk going to be quipped with "advanced repair physicists" to cope with this??? if the just have "random repair" it would quite frustrating waiting for ships to have this none battle damage repaired...
